Mr. Wiggins co-founded the predecessor to Stratford Land in 1983. In 1998, he was the sole founder of The Stratford Company, a land investment company, and in 2006 he founded Stratford Realty Capital, a lender on land. With over 30 years of experience in land investment and brokerage in the Sunbelt region of the United States, Phillip and his associates have brokered more than $1.5 billion of land. He has raised more than $500 million of equity for these companies through a series of real estate funds.
A native of Dallas, Texas, Phillip Wiggins graduated with honors from the University of Mississippi with a B.A. in political science and sociology. He also studied economics in Geneva, Switzerland. Randy Hearne Chief Financial Officer
Mr. Hearne joined Stratford Land in 2004 and serves as its Chief Operating Officer and Chief Financial Officer. A certified public accountant, Mr. Hearne has worked in all aspects of real estate over the past 32 years.
Prior to joining Stratford Land, Mr. Hearne worked for the DalMac Company for 24 years. At DalMac, he was first treasurer and financial analyst, responsible for development feasibility analyses, then vice president of finance, responsible for the company’s accounting and reporting activities, including 25 limited partnerships and joint ventures. Mr. Hearne became DalMac’s chief financial officer in 1987, responsible for both construction and development. Prior to DalMac, Mr. Hearne worked for KPMG as a real estate consultant, Gerald Hines’ Sugarland Properties and an Austin-based architectural and construction firm. A native Texan, he graduated from the University of Texas at Austin. Mark Drumm Chief Risk Officer
  Mr. Drumm provides key national, regional and local market, economic and strategic insight for all aspects of Stratford Land’s investment decisions. Mr. Drumm has over 20 years of experience in strategic market analysis, research and consulting.
A native of Georgia, Mr. Drumm graduated from the University of Georgia with a bachelor’s degree in Real Estate. Upon graduation, he joined Robert Charles Lesser & Company as a consultant gaining national experience in a wide range of projects including mixed-use and master-planned community feasibility, specific product investment analysis, corporate strategic planning, and portfolio work-out initiatives for public and private real estate organizations. He left in 1995 to work with developers, builders and financial institutions providing in-house research and strategic market analysis for their land acquisition, product development, strategic-planning, lending and investment decisions. He has held key research, acquisition, marketing, development and planning roles and is a full member of the Urban Land Institute. Ocie L. Vest, P.E. Senior VP - Entitlements
  Mr. Vest joined Stratford in 2007. His primary responsibility is directing the underwriting and due diligence research associated with the purchase of new properties. Mr. Vest also directs land development strategies associated with governing agency entitlements, permits and approvals.
Mr. Vest has over 27 years experience as a professional engineer in private land development including master planned communities, retail, office, industrial and multifamily projects. Prior to joining Stratford, Mr. Vest served as Vice President and Director of Engineering for Hunt Realty Corporation where he directed the underwriting, due diligence and entitlement strategy for several master planned communities in Texas and Colorado. Prior to joining Hunt Realty, Mr. Vest was the Senior Vice President of Huitt-Zollars, a top 200 ENR engineering and architectural firm, serving as the Market Sector Leader of the firm’s Urban Development Group. At Huitt-Zollars, Mr. Vest was responsible for the firm’s urban development projects including client development, sourcing new projects, project entitlements, development strategy and project permitting strategy. Mr. Vest holds a bachelor’s degree in civil engineering from the University of Texas at Arlington and is a Registered Professional Engineer in Texas, California and Nevada. Matt Hudnall General Counsel
  Mr. Hudnall joined Stratford in 2004 and serves as Stratford’s General Counsel, responsible for handling, coordinating and delegating the legal aspects of all general real estate and partnership matters for the Company’s funds.
Mr. Hudnall has 15 years of experience in real estate law, having negotiated and closed a variety of complex real estate transactions. Prior to joining Stratford, Mr. Hudnall was a partner in the real estate practice group of Dallas-based Winstead Sechrest & Minick P.C. At Winstead, Mr. Hudnall's practice involved all facets of commercial real estate, including representation of landowners and developers in land acquisition and development, and representation of buyers and sellers in purchase and sale transactions involving retail, office, multifamily and other types of commercial property. He has also represented landlords and tenants in all types of commercial leasing, and borrowers and lenders in connection with mortgage lending for both construction and permanent financing. Mr. Hudnall is a Dallas native and 1990 magna cum laude graduate of Vanderbilt University where he majored in economics and was a member of the Phi Beta Kappa academic honor society. He received his law degree from Vanderbilt Law School in 1994. In 2004, Mr. Hudnall was named a “Texas Rising Star” in the Texas Super Lawyers edition of Texas Monthly magazine. Kevin Watson President - Land Division
Mr. Watson joined Stratford Land in 2004 as the Director of Investments for Texas. He now oversees all Stratford land activities. Along with the area directors, he is responsible for generating, evaluating, recommending and managing land transactions and assets within the land portfolio.
Mr. Watson has an extensive, 28 year background in the real estate industry with experience in lending, brokerage, investment, and development. Prior to joining Stratford, he was a Development Partner and the Chief Operating Officer for The Woodmont Company, a Ft. Worth based retail developer. In addition to his retail development experience, Mr. Watson has worked in the land brokerage industry, and conducted lending and work-outs roles for several local and national banks. A Dallas native, Mr. Watson attended The University of Texas at Austin, receiving both a BBA and an MBA. Steve Sanders Director of Investments - Texas
  Steve Sanders joined Stratford in 2010 and is responsible for acquisitions in the State of Texas.
Mr. Sanders is a 26 year veteran of the real estate business most recently with Jones Lang LaSalle (JLL) where he was an Area Director and Senior Vice President in Austin, TX. He came to JLL after its merger in 2008 with Staubach where he was a Partner. At JLL\Staubach, Mr. Sanders focused primarily on land acquisition and disposition for corporate, educational and public sector clients including the City of San Antonio, Texas State University, The Hartford, Apple Computers, Concordia College, Cisco and Austin Community College. He also worked extensively with the State of Texas, the General Land Office and the University of Texas System. Since returning to Texas in 2001, he has brokered in excess of $175M in land transactions. Mr. Sanders has twice been recognized by the Austin Business Journal for having structured the Broker Transaction of the Year.
Prior to joining JLL, Mr. Sanders worked in development in Texas and much of the southeast US for a diversified group of developers including Partners Development, Pizzuti and Faison. As a developer, he produced over 1.8 million square feet of retail, office and industrial space. At both Partners and Pizzuti, he led the build-to suit divisions including the responsibility to acquire land in multiple markets for the purpose of development. This and other experience has given him extensive knowledge of the entitlement process as well as highest and best use analysis on a property specific basis. In addition to numerous specialty real estate related study, Mr. Sanders has a BA from the University of Texas – Arlington. Mark MacDonald Director of Investments - North & South Carolina, Virginia, D.C.
  Mr. MacDonald joined Stratford Land in 2005 and is responsible for identifying, acquiring and asset managing land investments located in North and South Carolina, Virginia, and the District of Columbia.
Mr. MacDonald has 16 years of experience in real estate. Prior to joining Stratford Land, he was managing director of investments for Raleigh-based Highwoods Properties, one of the nation’s largest fully integrated real estate operating companies, responsible for the development and execution of the firm’s investment strategy. At Highwoods, Mr. MacDonald managed over $4 billion of office, industrial, retail, multifamily and land investment activity, including $1 billion of joint venture investments with institutional partners. Prior to Highwoods, he was a real estate broker with CB Richard Ellis representing institutional owners of office buildings in leasing and investment sales transactions. Mr. MacDonald has a bachelor’s degree from James Madison University and an MBA from Duke’s Fuqua School of Business. Diane Belcher Director of Investments - Arizona & southern California
  Ms. Belcher’s experience to-date includes positions held in the financial, banking and real estate industries. For over 15 years Ms. Belcher provided business advisory and consulting services to a variety of real estate and financial companies, including American Express, Foxx Development, Comerica Bank, GE Capital, SC Development and the Resolution Trust Corporation. Prior to joining Stratford Land, Ms. Belcher was a partner with a financial consulting services company, responsible for business development. Other prior posts held include several roles with Trammell Crow Company in the community development and office divisions focusing on property acquisitions and Thane International, where Ms. Belcher served as Chief Financial Officer. Ms. Belcher began her career at Ernst & Young followed by a position as vice president at Cullen/Frost Bank. Ms. Belcher is a native of Arizona and a graduate of Southern Methodist University. David Moore Director of Investments - Georgia, Tennessee, Florida Panhandle
  David Moore joined Stratford in January 2008 as Director of Investments for Georgia and is responsible for identifying, acquiring and asset managing land investments located in Georgia.
Mr. Moore graduated from the University of Georgia with a Bachelors of Business Administration degree both in Banking and Finance and in Real Estate, and served as the President of the University’s Real Estate Society. Upon graduation, he went to work for McColgan & Company. In 1998, he joined Hailey Realty Company, one of Atlanta’s oldest and leading commercial real estate companies, to help increase their leasing and sales of industrial and land properties. In 2001, he received the Certified Commercial Investment Member (CCIM) designation from the Commercial Investment Real Estate Institute. He is also a life member of the Atlanta Commercial Board of Realtors, and has served on its Technology committee, Million Dollar Club committee, and Forms committee. As an Atlanta native, Mr. Moore has extensive knowledge of the metropolitan Atlanta area and the State of Georgia. He has been involved in commercial real estate during the rapid growth of the Atlanta market, especially after the 1996 Olympic Games. Jason Cooper Director of Investments - Colorado
Mr. Cooper joined Stratford in 2006 as President of Stratford Realty Capital, LP, the company’s first lending fund offering private land finacing through a variety of loan types.
Mr. Cooper has been active in the real estate industry for over 15 years with experience in brokerage, property management, lending and investments. Prior to joining Stratford Land, Mr. Cooper served as Vice President with First Horizon Bank and SouthTrust Bank. Subsequent to entering the financial services industry, he served as Vice President within the Brokerage Division of the Woodmont Company, a Texas-based commercial real estate firm specializing in retail development, asset management, tenant representation, brokerage, and investment sales. Mr. Cooper received a BBA from the University of North Texas with an emphasis in real estate and finance.
Ryland Lucie Director of Investments - Florida
Ryland Lucie joined Stratford in 2010 as Director of Investments for Florida and is responsible for identifying, acquiring and asset managing investments located in Florida.
Prior to joining Stratford, he was a Vice President in the Acquisitions and Asset Management Groups for Greenfield Partners, a real estate private equity firm headquartered in Connecticut. His responsibilities at Greenfield included identifying new investment opportunities and strategic oversight of investments within Greenfield’s portfolio. Prior to joining Greenfield, Mr. Lucie was an Associate with Lincoln Property Company in the Multifamily Group and an Analyst with Banc of America Securities in the Real Estate Investment Banking Group. He has a BSBA from the University of North Carolina at Chapel Hill’s Keenan-Flagler Business School and an MBA from Duke University’s Fuqua School of Business. Gina Norris President - Lending Division
Ms. Norris joined Stratford on June 1, 2010 as President of the Lending Division, overseeing all Stratford lending and debt investment activities. She is responsible for supervising and working with area lending directors to generate, evaluate, recommend and manage the loan and debt investment portfolio.
Ms. Norris’s experience includes 28 years in the banking and real estate industries. Before joining Stratford, for 10 years she served as managing director at Crow Holdings in Dallas in charge of private operating businesses, including real estate-based operating businesses. Before Crow Holdings, she spent 18 years as a corporate banker in the Southwest and Rocky Mountains for First Chicago Corporation and Bank One Corporation (now JP Morgan/Chase). Ms. Norris earned a designation as a Chartered Financial Analyst (CFA) in 2000. She holds an MBA in finance from The University of Texas at Austin and a BBA from Western Illinois University in Macomb.
Jason Stowe Director of Lending - Texas
  Mr. Stowe has been with Stratford since 2008 and is responsible for the origination of land loans and management of the loan portfolio in Texas. He maintains a state-wide network of contacts, which he utilizes to increase deal flow and select the most intelligent investments for the portfolio.
Prior to Stratford Land, Mr. Stowe worked for Pegasus Ablon Properties, a commercial real estate development and acquisition company specializing in undervalued opportunities. Mr. Stowe performed numerous roles within the company including business development, investment oversight, and transaction support. Preceding Pegasus Ablon Properties, Mr. Stowe managed the business development and marketing activities for Fricke Real Estate Investments, a boutique private equity group. Before joining Fricke Real Estate Investments, Mr. Stowe worked for CDX Gas, LLC, where he managed a wide array of special projects for both the CEO and Vice President of Business Development. Mr. Stowe is a native Texan and graduated cum laude from Southwest Texas State University. Zachary Heard Director of Lending - Arizona
Mr. Heard joined Stratford in 2009 and worked as an analyst for Stratford Realty Capital, the lending affiliate of Stratford Land. As an analyst, he worked closely with the Stratford team to evaluate and underwrite land loan requests throughout the Southern United States.
With Fund IV, Mr. Heard will join our Phoenix team in the fall of 2010 to extend our lending operation to Arizona and southern California. He will be responsible for originating and operating the lending function in the southwestern United States.
A native Texan, Mr. Heard graduated from Cistercian Preparatory school in Dallas as a National Merit Scholar. He attended the University of Texas at Austin where he graduated with honors with a Bachelor of Arts in the Plan II Honors Program and History. Mr. Heard is a member of the Phi Beta Kappa honor society and the Urban Land Institute. Robyn Stokes Director of Lending - Georgia, Tennessee, Florida
  Ms. Stokes joined the Stratford Land team in August 2010 where she serves as Director of Lending. In this role she is responsible for originating land loans and maintaining the loan portfolio across the Southeast but with a focus on the Georgia, Tennessee, and Northern Florida markets.
Prior to Stratford, Ms. Stokes launched RCS Consulting Group. There she worked with companies to develop and implement strategic marketing plans, brand strategies, and relationship management programs to help grow their businesses and meet their corporate goals. Before RCS, Ms. Stokes worked for Duke Realty Corporation as the Regional Marketing Manager. In that role, she was responsible for developing and executing the marketing program for the company’s Atlanta region – a 30 million square-foot portfolio including properties in Atlanta, Dallas, Raleigh, Tampa, Orlando and South Florida. Ms. Stokes has also worked with Urban American, a real estate private equity firm focused on asset and property management of apartments in New York and New Jersey, and the New Orleans Redevelopment Authority whose mission is to alleviate blight within the city.
Ms. Stokes holds dual Master degrees (MBA and Master of Professional Studies in Real Estate) from Cornell University and a BA in economics from Spelman College.
